U.S. Commander Johnny L. Mincey of the Naval Consolidated Brig Charleston will speak, with special music by the Phillips Family. The public is invited to attend and help pay special tribute to those from Effingham who have given their lives in the service to their country. In case of rain, the Memorial Day Tribute will be held at the Board of Education Building, 405 N. Ash Street in Springfield.
